Management issues:

The volume of leisure related and through traffic has grown during the past 10 years and there is likely to be further growth in the future. Major improvements to the trunk road network have been carried out during the same period but further improvement are required both on trunk roads and certain other busy roads. The Working Party considered whether there are limits to the volumes of traffic with which the roads can cope, and in particular whether some of the narrow winding roads should be subject to some form of control.
