Management issues:

It is vital to control the pressures and conflicts which can arise, particularly where safety is concerned - and there are prime examples of the inherent dangers of lack of control on parts of Loch Lomond and Loch Earn. They do also create disturbance and unpleasantness for local inhabitants and harm the landscape and the environment. A recreation and visitor management policy is needed to regulate demand for recreation and leisure and the means of meeting it, and to impose some degree of control over where and how different recreational pursuits are practised. Existing financial and institutional provisions do not seem to be sufficiently well geared to this task, and current legislation, such as that relating to byelaws, appears to be inadequate to allow necessary action to be undertaken easily or expeditiously.
