Public Policy and Outdoor Recreation in Scotland (Planex D9188) - Abstract
Preface
The
Discussion Paper summarises the proceedings of a one-day Seminar organised
by the Centre for Urban and Regional Research, University of Glasgow, to
consider the relationships between public policy and outdoor recreation
in Scotland. It focuses upon the changes in relationships between public
bodies, the resource base and the demand and need for recreation which
have become apparent in the 1980's.
Two
general themes are considered. Firstly, strategic aspects of public policy
are examined. The roles of the two main public bodies most directly concerned
with outdoor recreation in Scotland, the Countryside Commission for Scotland
and the Scottish Sports Council, are explained in the light of an initial
review of further recreational trends. Secondly, a number of resource based
case studies are examined. For each theme an overview is provided by the
respective session chairman. These summarise general issues raised by the
papers and in subsequent discussion.
Several
speakers expressed the view that quite significant changes in both patterns
of outdoor recreation and in public policy reactions and initiatives were
taking place. This discussion paper raises many questions, and clearly
indicates that future patterns of recreation are likely to be influenced
profoundly by policy decisions taken now and in the next five years.
