Management issues:

The unique Scottish tradition of a freedom to roam has worked for many decades without major conflict or significant damage to landowning interest. This informal system of gaining access is, however, breaking down because of increasing public use and abuse and financial pressures on estates. The existing legislative basis for public access is unclear and lacks a mechanism for sustained and durable control.
